6. Pick a number that will show progress but not look too good.

One might be dumb luck.
Two is better but really not convincing of a pattern.
Three shows a favorable pattern, and is modest enough not to be strongly scrutinized.
Four, no one likes the number 4.
Five, looks too good.

My guess is its a lie that doesn't offset but ignores the number of Anthrax attacks that happened post 9/11 and the lack of progress on those investigations.
