"I don't care about Bin Laden" -2003

Now he is a major threat to the freedom of Iraq? So much so, that there is a need for a grave warning the population of the USA of the dangers of the guy? Things are bizarre and out of control.

1. Need to bring out the one thing that worked for the regime - fear

fear of Bin Laden worked for them in the past and they will try it again to regain that fear factor of the sheep.
Bring them back in line with the needs of the regime.
