Are Rummy's boys busy fashioning a "work-around" to make it possible for them to use contractor-owned facilities so the prisoners are not "technically" in our custody?

Is there anything in the wording of McCain's amendment that would address the possibility?

Does the McCain Bill address that? Also, to address your question, unless the statute says something all-inclusive like "no officer, employee, or agent of the US Government or its agencies, or US person shall order, carry out, aid, abet, or diect torture, etc." be sure that there is a loophole. Look at how they got around the Boland Amendment - they'll just farm it out to Third Countries.

That's a lot of hard currency for a Central Asian despot. Can buy a lot of large cooking pots with that - call it infrastructure improvement, and the World Bank will throw in a matching grant.

Oh, you mean American stooges. Well, 30 mil won't even cover the cost of a decent corporate townhouse and business jet. You're right.

I could have sworn i saw something to that effect. I guess they are kinda irrelevant now though.

8. Yes, but we're paying them for the torture services, anyway. Don't
want to get a reputation as a bad credit risk. Who knows when we'll need such things from others again.
