How do the leaders convince members to change votes

in the Senate and House?

I know that if it's serious enough they can take away committee membership or chairmanships, change offices, and access to fundraising. I would assume that they also ask as a personal favor or offer leadership support for a pet project. Maybe even say this is a party vote yet I would assume the leaders can only use that a few times before members rebel.

I'm interested in others opinions or insights on this.

into omnibus bills. Things that will play well with their constituents come re-election time.

Or the promise money at election time. Or threats of non-support of issues important to their home districts.

perhaps grant a hearing to a bill that was tabled, etc.

Or they can threaten to take away perks as mentioned above. It can be a carrot or stick approach.

Bribes and blackmail have also been known to occur.

I once saw a lobbyist pass a thousand dollar bill to a legislator I worked for. Fortunately, my boss had enough ethics to grab the guy buy the lapels and throw him out in the hall, along with his dirty money.

4. Wouldn't it be nice if one of them blew

the whistle? One tried after the prescription drug bill but nothing came of it. It was the rep. from Michigan who was threatened. They told him they'd see to it his son didn't get elected.

7. The hot button item for many (not in the leadership) is immigration.

I don't really think the Repug leadership thinks immigration is a winner for them and they don't want to have a piss fight over it. Anyway, they may have promised some committee action or floor action around this issue or some other issue (even minor issue) for a backbencher.
