CNN's Schneider claimed record-low Bush approval rating "isn't too bad"; Gallup disagrees
Gallup's most recent figure, is still lower than the approval ratings of all other presidents since World War II at similar points in their second terms:

Compared to past two-term presidents, Bush has the lowest of all second-term approval ratings of all presidents starting with President Eisenhower in 1957. The highest approval rating at the start of the second term since '57 was in fact Eisenhower's, followed by Johnson's in 1965.
