Where is the post about Arnold and deregulation of energy there?

There was a link to his website, I believe. Something about how he could possible cost the state the money (9 billion) from the Bustamante lawsuit against the power companies?

Not the Palast article, this was from today.

On edit: Here ya go. I remembered it used a funky term in the title so I searched on "dereg." Gave it a kick while I was at it.
