Does anyone know if Fitz has to issue target letters? Is
that a requirement, or can he just go for issuing indictments? Thanks.

1. I've heard it was NOT required. It was more of a way to try to pressure
people to flip. He is already doing that in his own way and there have been articles saying Libby and Rove were notified they were in serious legal jeopardy - that seems to serve the same purpose as a target letter.

3. Not required. GJ votes indictments, not the prosecutor. GJ can even
indict without a request from a prosecutor so there is no way that a letter could be issued in such a case.

4. I read somewhere that it's Dept. of Justice procedure
to let targets know by letter or phonecall. I can't find the link but that makes sense to me. It's not requiered but DOJ procedure.

5. I think a target letter could be seen as damned helpful to the nation.
I know for a fact as obvious as Dallas on a Texas roadmap that we all want the rascals thrown the hell out of the WhiteHouse.

But think about that. Fitzgerald knows that if delivered unannounced and simultaneously presented to the media via a website such documents would create a crisis, perhaps more than one.

If Fitzgerald is as thoughtful as people say, then he is going to provide for that contingency. People are going to get warned so that the government can respond as smoothly as possible to the loss of important people in very high places.

IMHO, if there are going to be indictments, Fitzgerald will give a warning. It's entirely consistent with the concept of "least damage."

Emerging complaints about Fitz' being an overzealous obsessive compulsive Irish idealist would be very much expected in the wake of such letters.
