From what I can see that's because it isn't working. Tried to vote 3 times and saw no results. Maybe they aren't getting the answer they want?

11. Fortunately, the Philadelphia area has few of these stains
And many communities put up a big fight whenever they try to come in somewhere.

One came into an outlying county, and the local government ended up spending WAY more in increased policing compared to the revenues the Walmart brought in.

I absolutely boycott that place and downgrade it at every opportunity in a conversation. There is a "super" store in my small town that has run out so many local businesses. I drive 40 miles to a larger town to get whatever, rather then contribute to their bottom line.
