4. Because the investigation IS mostly over.
Now what's left is the negotiations and the last minute moves.

As Fitzgerald said, this could have been over a year ago if certain people didn't choose to obstruct the investigation.

6. Most of the investigation is over....
...but now it moves to phase two, the trial of I.Lewis Libby. There, he can question witnesses under oath and may uncover new revelations to the case. It's my guess he is also holding a sealed indictment of Rove, and hopes to get Rove to provide info on Cheney, who I beleive is his other target. If Rove does not cooperate fully, I see him being indicted also. This would remove him from the Whitehouse, and I don't think Bush wants that under any circumstance. Thus, the last minute negotiations with Rove's and Bush's lawyers.

FITZGERALD: I can't. I don't mean that fliply, but the grand jury doesn't give an announcement about what they're doing, what they're looking at, unless they charge an indictment.

8. why would Fitz even give the slightest hint the investigation was over?
Seems like he would say the case has a long way to go-over and over again.

I will not end the investigation until I can look anyone in the eye and tell them that we have carried out our responsibility sufficiently to be sure that we've done what we could to make intelligent decisions about when to end the investigation. We hope to do that as soon as possible. I just hope that people will take a deep breath and just allow us to continue to do what we have to do.

as to why he might say other things that make it look like it is "over" -- who knows, perhaps to get certain people feeling like they are "safe" when maybe they aren't reallly.
