Are the black sites in the hands
of mercenaries--primarily outsourced to BlackH2O-type operations? I have been thinking about some of the odd recruiting notices I saw when doing some research around the beginning of the year--looking for interrogators to go to places like Kosovo. Unfortunately, I didn't save any of that stuff. But it seems pretty logical that we are not leaving the administration of these ghost prisons entirely to locals--yet we can't just showcase our own government employees as running those shows, either.

KGB officers?

They have that whole Gulag infrastructure just going to waste - why not outsource to them?
