that he'd forfeit his government pension if he were to talk. They wouldn't just let him go like that knowing he could fry them.

Powell is famous for his 'loyalty' to those he worked with and for. He might send someone like Wilkerson out to occasionally snipe but he will never come out and bucket them completely.
