confident that the anti-union "pay-check protection" measure would pass. Union families had other plans. They made phone calls and worked California neighborhoods house to house.

Prop. 218 was supposed to be the model for other states to copy, but it went down to defeat. The corporate boys thought they would breathe new life into it, repackage it and have Arnold sell it to Kallefornians with his sparkling personality.
