2. Yup, but I have a sneaking suspicion they are just slapping wrists

Suspended bust, half month's pay, that kind of thing. And maybe even ignoring trace results, just to make life easier.

If not, there'd be plenty of people who would dope their way out of the sandbox. It isn't like it is impossible to get 'forbidden' items over that way--one thing I will say for Iraqis and many in that region, they understand business. If there is a market for something, providers will work hard to supply it.
