10. does anyone have a clear sense of what's happened?
I caught Ray LaHood's explanation of the vote that is currently happening. And he framed it as a vote on a point of order raised by McDermott regarding the rule.

Can anyone say for sure what the rule is? Are the repugs actually trying to pass the reconciliation bill tonight? If that's really what's happening, I am stunned. After the day they've had, I can't believe they would do this tonight. Are they willing to crash and burn to prove some point?

Some of the debate sounded like it was a welfare reform reauthorization. Does anyone know the parliamentary situation?

this is a vote on proceeding to rule for debate on the <b>budget bill</b>, according to the titles on CSPAN. So they might be bringing back the bill they lost this afternoon, after tweaking it. And McDermott would have raised a point of order against bringing it to the floor since the rules require a waiting period.

CSPAN's title and the fact that there's a "point of order" being voted on prior to the rule suggests to me that this is the health, education and social services budget bill come back to life, not the reconciliation bill.

the repubs keep saying the dems have no plans, which of course just opens the door for dems to keep presenting their ideas, over and over again, while pointing out the failure of house repub plans, which they've had ELEVEN YEARS to get right.

third,
the more repubs speak, the more sane and sensible the dems look. top that off with great speeches by dems from all over the country. talk about winning campaign ads!
