What if Iraq responded to demands that he pull out of Kuwait this way?

What if when Saddam invaded Kuwait in 1990--a clear violation of international law, and an act of naked aggression, to be sure--he had responded to demands for his withdrawal by saying, "well, we can't just cut and run! Maybe we'll be able to pull some troops out next year. We'll see, but have to finish the mission."

Do you think that response would have been acceptable to the US and our allies?
