What I'm searching for is a quote in reference to the above, and I have only this description to go on:

Specifically, what I'm after is a nervous response by some conservative, who noted that that sentiment was one that Ronald Reagan never would have gone for, because of its coercive big-government implications.

I am serious. Check out Congressman Ron Paul (TX) and his circle. There really ARE Libertarian intellectuals around who support much of what Reagan said he stood for, but have no use for Bush and take an interest in parsing meanings. (They also collect interesting quotes).

I think they would like to respond to your base question anyway and help find the answer.
