it would make more sense for bush to announce a strategy for Defeat
cause it's lost, but of course victory will be redefined and declared. a strategy for victory is just a republican dream.

nasty words like 'surrender' are being thrown around, but when you've lost a battle you should retreat, and live to fight again.
