Rumsfeld is not sure when the U.S. should stop Iraqis from torturing

<snip>Defense Secretary Donald H. Rumsfeld has asked command-ers to clarify the circumstances under which U.S. troops are obliged to intervene to stop any Iraqi abuses they see. However, Rumsfeld has not indicated publicly that he knew of reports of Iraqi abuse dating back to early this year.

Quick someone remind this idiot one of the reasons he gave for invading Iraq was because Saddam tortured people.
