Clinton made a brilliant political move today
Just a guess on my part......Clinton's surprise speech today definitely will get the focus off Iraq
this weekend in the papers and on television. Seems like a "Clinton" move.

1. It Helps Hillary, Too
While President, Clinton did not spend enough political capital, especially during his second term, to get Kyoto through Congress. It would have been much more difficult for * to withdraw from it if it already had been ratified by the US.

Nevertheless, Clinton has the moral high ground on global warming compared with *. Besides, even though I am confident that Kerry will run again and win the Democratic nomination, if Hillary winds up on the top of the ticket against McCain, she'll need ammunition against him on global warming. After all, he's been doing fine work in the Senate trying to get a good alternative to Kyoto pushed through (Climate Stewardship Act).

2. I should have been more clear
Shifting the debate helped Hillary big time. When I say debate I mean Iraq. However, I never thought about the McCain piece of the story but you are correct that makes a lot of sense good point.

3. Clinton did not push for it because it was flawed
Remember the Senate unanimously voted against the ratification of it. A lot of the concerns expressed by the US and other countries have been addressed. Now the only two countries in the world who won't sign on are the USA (GOP) and China..
