I don't understand this photo

According to the caption on Yahoo/Reuters:

An Iraqi soldier holds the face of a handcuffed arrested Iraqi man during a joint raid by Iraqi and U.S. troops in Sadr City in eastern Baghdad December 10, 2005. From the pulpits of mosques across Iraq at Friday prayers, clerics urged worshippers to cast their votes in next week's election, setting up a mass turnout in a ballot that has polarised the nation on sectarian lines. REUTERS/Laszlo Balogh

Why does the Iraqi soldier wear that full-face mask? Is it to protect him from recognition/retaliation? Was there a dust storm that day?

Someone help me out here...

2. Iraqi soldiers fear fear for their lives. they do not want to be recognize

d. It is common for them to wear masks. Recall how some were killed in a bus raid a while ago.

5. I think he does not want to be recognized.
Or maybe it is a cultural thing, where he doesn't want to insult the captive by showing his face as the dominant one in the situation.
