Yes, forgiveness is certainly better than Nazi victimhood industry. Also, we can't dictate former repression victims what they can and cannot do.

With all this in mind, IMO, measured newspaper article of reconciliation would be just fine. Another question is, whether individual actions are needed in the first place. Certain official ceremony could achieve exactly the same goal.

No, considering that former victim is an American and former executioner is German, this late theater does not look particularly good for international relations.
