Condi was telling the truth
she is not a lawyer.

I had to look it up. With people like Condi, her saying "I'm not a lawyer" three times isn't enough. Trust but verify, except don't trust.

Education

After studying piano at an Aspen music camp, Rice enrolled at the University of Denver, where her father both served as an assistant dean and taught a class called "The Black Experience in America." <4>

At age 15, Rice began classes with the goal of becoming a concert pianist. Her plans changed when she attended a course on international politics taught by Josef Korbel, the father of former Secretary of State Madeleine Albright. This experience sparked her interest in the Soviet Union and international relations and made her call Korbel, "one of the most central figures in my life" <5>.

In 1974, at age 19, Rice earned her B.A. in political science and Phi Beta Kappa, from the University of Denver. In 1975, she obtained her Master's Degree from the University of Notre Dame. In 1976 she switched her party registration/affiliation to the Republican Party. She first worked in the State Department in 1977, during the Carter administration, as an intern in the Bureau of Educational and Cultural Affairs. In 1981, at age 26, she received her Ph.D. from the Graduate School of International Studies at the University of Denver. In addition to English, she speaks Russian, French, and Spanish.

negligible.

When they Russian delegation greeted her as SecState, even I understood them to say, welcome, we are happy/honored to have you here.
Her mouth dropped as though she thought "what the fuh are they saying?"
she had no clue. Luckily, their diplomats actually do speak several languages.

Now, did she study them at some point? sure. But fluent, NOT.

I've been taken aback by Rice's apparent stupidity over the last few years. I wondered how anyone could be intelligent enough to learn several languages but stupid enough to make the rhetorical mistakes she makes. Not verbal gaffes- I mean the "I believe it was titled 'bin Laden Determined to Attack Within the US" kind of things.

The woman isn't very bright. She certainly doesn't live up to the hype.
