Question for Labor Law buffs Re: NY Transit Strike

Given that the right to strike is protected by the NLRA, and the CBA covering the Transit Workers has now expired, on what legal basis can NY enjoin these workers from striking?

I know that NY has a State Law prohibiting it, but how does this State Law not run afoul of Federal Labor Law?

3. The million dollar a day fine, if enforceable , is the same as
disbanding the union. I also heard that the workers themselves would be fined 25,000 per day. That would cut into ones grocery money.
