She's between a rock and a hardplace with the 29 million in block grants for LA also in this bill.

If she votes for cloture I can understand why.

What are the rules?
They mean nothing since if they allow the ANWAR amendment to stay attached to the bill as it was attached after the bill left committee. Violation of Senate Rule 28.

28. yes, have been watching all morning (school holiday recess)
Absolutely hated the 50/50 vote for the Budget Bill, then tie broken by The Evil One. Fuck the poor anyway....it's their fault for being poor...offset tax cuts to the rich on the backs of the poor working people.

Now, they want to change the Senate rule to allow them to stick Anwr drilling, energy subsidies to the poor, and hurricane relief in the Defense Bill....please realize that these provisions were stuck in the bill, above the bipartisan conferees signatures. (Vote to allow the Senate majority to do this one time, then we will change the rule back so it can't be done again.) But, many Dems have been making the point, that if allowed to break the rule this time, how many other times, on other issues will this happen? Let them get away with it now, and Katie Bar the Door! If the Senate votes to allow this rule breaking, then the permanent renewal of the Patriot Act can be snuck into any other bill in exactly the same way, shutting off the much-needed debate. Byrd gave an impassioned speech about the breaking of Senate rules. Kerry called them on what they are trying to do, namely blackmail Senators into voting for the rule change, by saying they will have voted against our troops. Fascinating watching....do I need to get a life?

This is truly the Culture of Corruption in Action!

33. Cloture
The only procedure by which the Senate can vote to place a time limit on consideration of a bill or other matter, and thereby overcome a filibuster. Under the cloture rule (Rule XXII), the Senate may limit consideration of a pending matter to 30 additional hours, but only by vote of three-fifths of the full Senate, normally 60 votes.

That means the chair calls each name, waits a few seconds and moves on. At the end, the yeas and neas are counted and those who are not represented in the first roll call are then called again.

The motion to reconsider possibly shortcuts the rules limit on making a new cloture motion.

By moving to reconsider, he can (absent it's tabling) resurrect the roll call at any time.

165. It's necessary procedure
Only a person on the prevailing side of the vote can move for reconsideration. WHen it is obvious that your side will lose the leader will switch and vote with the prevailing side in order to move for reconsideration.

Without a motion to reconsider the issue is dead and cannot be revived.
