the list shows three repubs voting for our side: Chaffee, DeWine and Frist; why would Frist vote this way?

5. Frist changed his vote to take advantage of a procedural rule.
By changing his vote at the last minute he somehow enabled himself to bring up the vote again. It might be so that he can re-introduce the defense appropriations bill without the ANWR drilling, or it might be something more sinister.
