well...'declassified', but you know what they mean...

The Foreign Intelligence Surveillance Act (FISA) specifically prohibits domestic surveillance by the NSA, the nation's largest intelligence agency, unless it gets permission to do so from the Foreign Intelligence Surveillance Court.'
