Clark proposes health coverage for all US children

DURHAM, N.H., Oct 28 (Reuters) - Democratic presidential hopeful Wesley Clark waded into the health care debate on Tuesday with a $695 billion, 10-year health care plan to guarantee coverage for children and expand access for uninsured adults.

In the latest in a series of speeches designed to flesh out his sketchy policy stands, Clark proposed a series of tax credits to help make insurance more affordable for low- and middle-income families and ensure coverage for everyone through the age of 22.

Clark, a retired general who entered the race last month, also said he would strive to improve health care by emphasizing prevention, more effective treatment and cutting costs.

"While much of the health care debate has focused on expanding coverage, the truth is there is just as great a need to make it more affordable for families who already have insurance," he said in a speech at the University of New Hampshire.
