2. The committee IS NOT DOING ITS JOB (essentially what he said).
Memo reflects the frustration with the committee's work.

It should review both the accuracy of intelligence but also the use or misuse of the intelligence.
Fundamental to answering questions of American people as to why we got into this world.
Congress does not want to discuss the USE of intelligence.

4. What are the responsibilities of the committee:
Come from the Senate (created in 1976).
Specific senate resolution 400. It is not up to the 17 in the committee to make the boundaries of what they do in the committee.
Function is to oversee the intelligence activities, including the collection, analysis, OR USE of intelligence. This represents the full cycle that is the concern of the committee. ALL THREE MUST BE EXAMINED otherwise the committee will fail in its responsibility.

5. Policy is not made by the committee.
We should be committed as a committee to develop a full record.

Even if we might disagree about the evaluation of intelligence we should examine ALL communication about WMD, intelligence, including the White House. Otherwise the work of the committee is not complete. We don't know what administration officials asked the intelligence committee to do. The leaked memo is no official communication, it was leaked to deflect what the emphasis of the work of the committee should be.
SEPARATE INVESTIGATION was not what Rockefeller favored. This notion cannot be ruled out. Disagreement is no grounds for charges of politicizing the process.
Months worked within the committee to specify parameters of the review. Democrats wanted a FORMAL investigation but settled for what the Republicans wanted.
Chairman wanted to wrap up the investigation by the middle of September.
Rockefeller did not obtain responses from the chairman to requests for analysis of where committee was and what was left to do. The committee apparently issued communications as to results without consulting Rockefeller?
Boy, I cannot do this any more. I have to pay attention to what he is saying.

6. The committee? resolved NOT to investigate use?
Apparently Democrats did not know about the "committee's" decision.

I think it's being highly misrepresented.

7. This one sentence sums up the memo for me.
Edited on Wed Nov-05-03 11:48 AM by Cat Atomic
..."we have an important role to play in revealing the misleading -- if not flagrantly dishonest methods and motives -- of the senior administration officials who made the case for a unilateral, preemptive war."

The only conspiracy I see here is Administration's stonewalling. The memo just addresses ways around it.

So please, Mr. Hannity, Fox News, etc... shout this from the roof tops. Point out how those evil Democrats want to investigate the real motive behind this fraudulent war. I think the public is curious, too.

11. In closing, Rockefeller said
that the Intelligence Committee should meet this week and try to reach a consensus. He didn't say what he would do if they didn't reach a consensus, but he has sure left the option open of having the Democrats hold hearings.

The Senators have been fighting all morning about this memo. When Rockefeller came on the floor and asked for time to speak, Pat Roberts looked at him like he could kill him. Then Roberts objected to Rockefeller's speaking until Rocky told him how much time he was going to use. Rockefeller told him 15-18 minutes. Then Roberts allowed it.
