With little discussion, the lawmakers tentatively included the measure in a huge, evolving spending package needed to fund agencies and programs in areas where the House and Senate could not reach final agreement.The decision is a setback for President Bush, who has strongly endorsed the rule change. Does this mean the FCC ruling will be reversed if this spending package goes through? Does it indicate they will be able to overturn a veto?
