Like how we passed a class size amendment in Florida?

There are several issues that I bet could win if given the chance. Like Universal Healthcare or a certain drug legalisation.

My first guess is no. The ERA had to get through something like 60% (edited) of state legislatures. But that was an Amendment, what about a Referendum?

1. You'd need a constitutional amendment
And I really don't see that happening, although it's a really good idea. :(

Constitutional amendments need 2/3rds of both houses of Congress and 38 state legislatures.

2. No. The small states would be terrified that the cities would
dictate too many things to them, and some of them would be unworkable because the cities don't understand rural life, and usualyly I don't think they even care.
