What is an "ethics waiver"?

What is an "ethics waiver"?
Tom Scully, Administrator of the Medicare and Medicaid programs has received an "ethics waiver" from Alberto Gonzalez, the WH counsel? How do we counter such nonsense? How do we fight such arrogance? How does one get an "ethics waiver"?

It seems that Mr. Scully wants to leave his position and go to work for one of four or five companies that stand to benefit from the recent Medicare prescription drug reform. That is why he needed a waiver.

But we must point out that either something is ethical or it is not. There is no waiver on ethics. Either it is ethical or it is unethical. Is there nothing these people will not try to pull over the American people??

8. In fairness there are times when that is legitimate
One can have a techinal conflict of interest but not a moral one on some occasions. That appears to be why ethics wavers exist.
