One of the many threads discussing possible Pres/VP combinations suddenly made me think of a question about using federal matching funds during the unusually long period between the conventions next summer.
Suppose a candidate who has opted out of matching funds (Dean or Kerry, for example) wins the Pres. nomination, and chooses as a running mate someone (Clark or Gephardt, for example) who has accepted matching funds. (I am not sure if Clark or Gephardt have accepted matching funds, but suppose for the sake of my question they have.)
Suppose further that both Dean and Clark (for example) have funds left over after the convention.
Here are my questions:
1. Can Clark spend money raised for the Clark for Pres campaign to support the Dean/Clark ticket before the Rep. convention?
2. What if the situation is reversed? (i.e., Clark wins and Dean gets VP nomination.) Now Dean still has money in the bank (exceeding $45 Million limit for matching funds) and is VP candidate. Since he (Dean) opted out of matching funds, can he spend this money to support the ticket between Dem. and Rep. conventions?
