According to the article in the Washington Post on this subject, which paraphrased a story from the military newspaper Stars & Stripes, the soldiers were screened by the "chain of command". It seems that I recall the article stating that the determining factor as to who was admitted and who was not, involved the level of security clearance of the soldiers. Those who were deemed a security risk were turned away. I can't imagine why the U.S. military would deem certain U.S. soldiers a security risk, especially ones over there in Iraq putting their own lives on the line on a daily basis for months. We'll probably never know the exact criteria used in screening those who were considered a higher risk to the President than others, but any reasonable person would suppose that political affiliation or previously overheard statements against Bush would be the number one factor. I also assume that no U.S. soldiers of Muslim faith would be allowed near Bush.
