No WMD and No Imminent Threat means Halliburton was not needed
The reason given for awarding no-bid contracts to Halliburton was that there was no time for bids. There was no time because Saddam had nuclear weapons and a drone airforce plus ammunition dumps of chemical weapons around Tikrit. There was no time because of impending mushroom clouds.

But there were no WMD. So there could have been bids and while not many companies could do the work, there are enough to make it unlikely Halliburton would get almost everything.

the work falling under that program of pre-bidding work like this was predicated more on immediacy than threat. The country was in a crumbling state, water, electrical, petrolium etc were a mess and needed to start getting addressed so life could go on.

Unfortunately the Haliburton thing is a coincidence.
