The $500 ice cream cone, part deux.
Maybe I'm nuts, but I think this is a CRUCIAL meme to deflate the Bush admin over the "capture" of the Mayor of Baghdad.

I did not invent this phrase, but i love it.

1. It gets even better.
The government told us they were going to throw us a big ice cream party and they needed us to pitch in some money for the ingredients. When we all showed up to eat the ice cream we'd already bought, they made us pay $500 apiece for it. Some of us had to die without even getting to taste it.
