The Economic and Financial Crimes Commission (EFCC) has declared Igoma Isaac Nelson and Michael Esrivia Sylva, an American wanted in connection with Halliburton's $2.4 million alleged bribe to the officials of the Federal Inland Revenue Services (FIRS). Nelson, 35, is a native of Abua, Rivers State while Sylva is an American.

Ribadu said Sylva also has absconded to New Mexico in United States and is therefore being "sought by the Commission through the Interpol to come and explain his role in this case as the former official of the company who authorized the payment."

In admitting the tax fraud, Halliburton's Corporate Headquarters said its Nigerian subsidiary paid the $2.4 million to some officials working with KBR Engineering Construction Company, who had offered to bribe Nigerian tax officials to evade the payment of tax running to $5 million. The bribes were said to have been paid between 2001 and 2002.
