Cheney criticized sanctions on Libya in 1998
http://www.washingtonpost.com/wp-srv/onpolitics/articles/halliburtonprimer.html

During his chairmanship of Halliburton, Cheney criticized U.S. sanctions against "rogue" nations such as Iran and Libya in a 1998 speech. According to a July 26, 2000, Washington Post story, Cheney complained the sanctions "are nearly always motivated by domestic political pressure, the need for Congress to appeal to some domestic constituency."

Cheney's work with Halliburton yielded large financial reward. In May 2000 he sold stock holdings in the company worth $5 million. When he retired from Halliburton during the 2000 presidential campaign, Cheney was awarded a retirement package worth $20 million.

2. I also got the feeling that Khadaffi struck a deal with the
Haliburton-Cheney shadow government. Your 1998 article puts it all in perspective. How much you want to bet that Haliburton will be developing Libya's oil fields in a year or two?

BTW, anyone who thinks this is good news for Bush, should hear the comments of the father whose loved one was killed on that plane. He feels that the lost Americans have been sold out by this administration.

3. Didn't he push to trade with Iraq, also?
A Halliburton subsidiary did end up doing business with them, about which he also lied/denied.

Please send letters to your local newspapers, asking whether the Bush Administration suddenly believes in weapons-inspections, (it ridiculed weapons-inspections during the lead-up to the war in Iraq), or whether dropping sanctions is to benefit Hallibuton's oil profits.
