Tax vote in Georgia? Help, please.

Tax vote in Georgia? Help, please.
My recollection is that there was a referendum ballot or some such this past Fall in Georgia regarding the state tax structure. IIRC, had it passed, taxes on corporations and the wealthy would have been increased to the benefit of the less well off. I believe that the Governor was for it, but that it didn't pass.

I've been trying unsuccessfully to find something in Google (and in DU archives) about it. Maybe I've got the facts wrong? Did I dream this or did it really happen? Can anyone supply me with a link?

3. It was Alabama
the republican governor realized there would have to be huge budget cuts in a state that already funds services far below most other states. Realizing a tax hike was needed - he went further (slightly) than just raising enough to keep up with minimal services, but to increase those services (as long as redoing the tax system). It was interesting, he couched this effort in evangelical christian terms - as it was the right/moral thing to do - to take care of those in the greatest need.

The effort failed.
