The gravity of Gov. John G. Rowland's political difficulties was highlighted Monday by disclosure that leaders of both parties in the state House of Representatives have begun research on the legal and political steps necessary for his impeachment.
Leaders in both parties characterized the research as precautionary and said, at present, there is no consensus for removing Rowland. Nonetheless, both parties independently produced detailed memos outlining measures necessary for impeachment. The impeachment talk follows sporadic calls for Rowland's removal in the weeks since he admitted accepting gifts from state contractors and political appointees and lying about it....
