Mouse is the guy in the background. Master criminal etc. The ... distracting individual dominating the cover is one of his cronies. Mouse is an example of extreme FanService in anime. Its an entire series designed around being naughty and titilating but not quite entering into full blown porn. Think of it as soft soft core.

John Kricfalusi (creator of Ren & Stimpy) made a cartoon called "The Goddamn George Liquor Show". It featured Jimmy the Idiot Boy, and Jimmy's girlfriend Sody Pop. I wish I could find an image of her.

Interesting trivia: John K named Sody Pop for Bob Clampett's wife Sody.
