Why's there so much English text on foriegn sites ( Jap,Rus.Kor. etc.)?

Why's there so much English text on foriegn sites ( Jap,Rus.Kor. etc.)?
I realize some English words have have transcended to international status but it just seems strange.

Hard to find a country where the citizen's do not know SOME English

that you are doing a search on a particular word, and therefore are finding foreign sites that have english words, being that you usually would not be looking for a non-english word.

Use alta vista's translator service in your searches and you will find many more pages sans english.
