UIBP's Gross Guide to Washington, DC: Cement Planters
I'm talking about the rectangular, round, and square cement barriers which now line Constitution Avenue NW in front of the Department of Justice, IRS, and EPA HQ's. They are open at the top and many of them have grass and/or flowers growing in them.

Ever seen them?
