...and "The Gimp" from "Pulp Fiction" doesn't count. Too easy, although that would be a good choice for Rove.

He's the kid sitting in the room with a gun who waits while his buddy gets blown away. Then he jumps out, unloads all six chambers and manages to hit NOTHING!!!!!!

For me, this describes Bush PERFECTLY. He waits while everyone else does the heavy lifting (or dying). Then when he shows up, he falls flat on his fucking face despite having all the advantage.
