Bestest Message Board Software?

So, I've been tasked to set up a message board for a coalition of bureaucrats. They need a way to chat among each other, post bulletins, discuss direction of the statewide project, etc.

I have a little experience with the software DU uses, DC - Forums, but am wondering what others use. I can't do the customizations that Elad has accomplished here so I think I'll look for something besides this software.

I am looking for ease of use, the ability to do the stuff I suggested above, etc. I am not interested in a yahoo board.

Any help appreciated.

I simply won't consider anything made before 1994 and that would leave out FreepLand.

I'm partial to the setup from http://www.infopop.com/

They do the message boards for an impressive number of professional sites (Food Network, Intel, plenty more listed) and I find the layout is very clean and accessible.

Of course, they charge. I'm not sure if you were interested in a free solution or not.

PHPbb is good, not to mention free. Probably better than most o the ones you'd pay for.
