4. don't forget -- Al Gore was instrumental in creating it
Bush is incredibly jealous of Gore (ever since his own father compared him unfavorably to Al). So anything with Al's name on it reminds him of that. I think that's one reason why he's always harping on about creating his OWN environmental legislation (bah!) that will be superior to Kyoto.
