OK -what is the deal with the lady getting the bouquets on Letterman?

At the end of every show, a woman stands on stage waving, and is then handed a bouquet of flowers that she buries her head in.

What is this about???

1. The rules of the Screen Actors Guild

say that anytime a person appears on screen they get a nominal fee, I think it's $200.

For a star like Brosnan, it's chump change. But, for somebody like the flower lady, it's a nice lagniappe. Remember the intern, Smitty or whatever it was that week? She was getting a little extra through this method. Remember that dude that just walked across the stage? Same thing.

Letterman likes to work the system to help folks that he's known for a long time.

2. Yes

Letterman has always had his employees on the show for just that reason - a chance to give 'em a little more cash. that's pretty cool.
