Dunno what he meant, except it was to be an insult against Reagan's senility.

but I'd wager that he meant, Reagan, with his acting background, was playing the role of Reagan, the great leader.

My interpretation is this:

Reagan was play acting at being president. He was presidential in appearance and he spoke/acted the part written for him convincingly and very well. His personal beliefs may well have been in line with what his handlers wanted and that would certainly add to his convincing performance, but he did not make policy. His cabinet and handlers did that. Therefore, Ronald Reagan (the man) was not really Ronald Reagan (the president) -- but simply in the best role of his lifetime.

Now as far as B* is concerned, he isn't presidential, he can't act the part or speak his lines well, and he is anything but convincing in his role.

What Woody (or whoever) said makes perfect sense to me.
