I would contact your local animal rescue or humane society. They would likely know if someone has reported the poor thing missing and they might be able to capture it or know how.

Some parrots are very hardy and are able to withstand pretty cold temps but I don't know which ones. Perhaps advertise as well or put up fliers. I would certainly try to find out if someone is missing a bird like this.

Yes, you should try to trap it. I doubt it has either the skills or the constitution to last the winter and if it has adapted to eating out of bird feeders, it is not getting the kind of nutrition it needs.

Try putting out some "people food". If it was domesticated, it most certainly has had it and will recognize it for food. Psitticines have amazing memories.
