What does THIS shirt mean?

I saw spinbaby's thread and it reminded me to ask a similar question. What does NO BEER FOR OIL mean? I know it has something to do with Saddam's oil for food program, is that right?

Can someone please explain to me what the NO BEER FOR OIL means exactly or what it refers to, etc. Thank you in advance..

3. It's possible I guess.. BTW, thanks for responding.

I gave my bf a few anti war and anti bush tshirts and this slogan was on one of the tshirts. I got it because it was under the "anti war" page of the tshirt company, but I have no fucking idea what it means.

I would really appreciate some help on this.

If NO BEER FOR OIL is indeed a joke, it really does minimize the issue, and if that's the case, my bf probably won't want to wear it. I guess I could use it as a nightie.. :(
