Unless they ARE in the left lane, macthing sub-speed-limit speed of traffic to their right, and not limited by cars in front of them. Such people are alive ONLY because killing them is illegal.

16. I have made a conscious decision in the last couple years
to drive the speed limit. I did it cause I was tired of feeling like I had to hurry everywhere. I need to slow down in every aspect of my life and that includes driving. I do however try to stick to the limit as opposed to driving under it. But as someone earlier said, the speed limit is the maximum not the minimum. :)
